no. a request counts only when the target answered 2xx or 3xx and we were not blocked. a 404 from the target, a block, a timeout or an error on our side is not counted.
we return 402 and stop. no overage, no surprise invoice. upgrade from console → billing when you need more.
each live google search counts against your serp allowance, separate from your request quota. the same query within an hour is served from cache and is free. pages we can't parse are never billed.
you can pin the exit country with the country field on /v1/scrape; on /v1/serp/google it sets google's gl parameter instead. we don't offer city or asn targeting.
